In Los Angeles, California, a gang calling themselves The Ex-Presidents rob banks while wearing masks of former Presidents Reagan, Carter, Nixon, and Johnson. The FBI believes that the members of the gang could be surfers and assign young Agent Johnny Utah to go undercover at the beach, mix with the surfers and gather information. There, Utah meets enigmatic surfer Bodhi and gets drawn into a lifestyle that is as tempting as it is dangerous...
